The DM16L from SwissMicros was the only one in the "16C" family that could be connected to a PC to exchange its programs.

... but the HP15C Collector's Edition, used in 16C mode, has joined it with the release of a new firmware accompanied by a "POGO" cable allowing exchanges with a PC.

... and the PX-VOY [version 16C] can also be connected to a PC to exchange its programs and data...

The HP-16C Windows emulator from Jamie O'Connell allows you to save and load programs in TXT format.

Exchange programs from a "16C" calculator to a Windows or Android emulator is possible
with three calculator models: the DM16, the PX-Voy and the HP-15C Collector's Edition in 16C mode.
with the HP-16C emulator by Jamie O'Connell on Windows
with the JRPN16C emulator on Android
with TouchRPN emulator on Androïd and online.
The various original calculators Hewlett Packard unfortunately cannot communicate with a PC and exchange data, apart from updating firmware.

 The PH16C interface allows to generate :
either dumps from HP-16C source programs saved in .TXT or .16C files
or HP-16C source programs in .TXT from DM16 dumps saved in file .D16
or HP-16C source programs in .TXT from PX-Voy dumps saved in file .P16
or code and decode MEM programs for HP-15C Collector's Edition running in 16C mode
or exchange programs with emulators JRPN, TouchRPN, and HP16C in their own formats.
The dumps are exchanged with the DM16 using a USB cable and the PuTTY program.
The dumps are exchanged with the PX-Voy using a USB SERIAL cable and the CoolTerm program.
The MEM files are exchanged with the HP-15C Collector's Edition running in 16C mode using a POGO cable and the VoyagerSave program.
